How to finance your home purchase in Paraguay
There is no single “best bank” for a home loan in Paraguay: the best offer depends on your income, the currency you earn in, the property, and whether it is your first home.

Rather than a ranking, we explain the main financing options, what to compare between lenders, and which documents to prepare.
The conditions quoted come from official pages consulted in October 2026 and may change. Always confirm the current offer with each institution.
The main financing options
Loans funded by the Development Finance Agency (AFD) are one of the main routes to housing finance. They are provided through banks, finance companies, and cooperatives. Institutions also offer loans using their own funds.
| Program or option | Who it is for | Interest rate | Term and amount |
|---|---|---|---|
| Che Róga Porã | First-home buyers with household income between 1 and 9 minimum wages, subject to program requirements | The official website publishes 6.5% for income from 1 to 6 minimum wages and 9.9% for income above 6 and up to 9 | Up to 30 years according to Banco Familiar’s offer. Amounts depend on location and program conditions |
| Mi Casa AFD | Eligible employees, independent professionals, traders, and self-employed borrowers | AFD rate plus the lender’s margin | Up to 20 years with a mortgage or 30 years with a trust-based security arrangement. Financing up to Gs 1.5 billion with these forms of security |
| Lender’s own funds | Customers meeting the lender’s credit assessment requirements | Set by each lender | Amounts, terms, and security requirements depend on the bank or finance company |
Che Róga Porã: for a first home
Che Róga Porã is an MUVH program backed by the AFD. It is intended for first homes and sets limits on income, financing, and property value.
The official website publishes specific limits for Asunción, the Central department, and the districts of Nueva Asunción, Benjamín Aceval, and Villa Hayes in Presidente Hayes:
- Maximum financing: Gs 837,100,000.
- Maximum property value: Gs 1,156,720,000.
For other locations, the published limits vary by income bracket. Before choosing a home, check which conditions apply to its location and your household.
The program also covers off-plan and newly built homes from registered developers whose projects are assessed and approved by the MUVH. You can consult the approved projects.
It also allows you to ask the lender to start repayments when you move in. This option must be confirmed for your specific transaction.
Mi Casa AFD: a broader option
Mi Casa AFD can finance the purchase of completed, unfinished, or off-plan homes, as well as construction, renovation, extensions, and completion works.
Its published conditions include:
- Financing of up to 100%, subject to credit assessment and approval.
- The installment cannot exceed 40% of total household income.
- Terms of up to 20 years with mortgage security or 30 years with trust-based security.
- The loan currency is determined by the borrower’s income: guaraníes and/or dollars.
- Additional principal repayments are permitted.
- The final rate is the AFD rate plus the lender’s margin.
Applications are made through an intermediary institution, not directly to the AFD. Consult the AFD’s published ratesand ask the bank for the final rate applicable to your application.
Loans using the bank’s own funds
Conditions for loans funded by the lender itself are set by each institution. They may offer an alternative when the property or borrower does not qualify for the programs above.
As a reference, Banco Familiar publishes rates of 12% for terms of up to six years with trust-based security and 18% for terms of up to five years without that security for this option.
These are one institution’s conditions, not a general market rule. Always compare the total installment, fees, and term.
Can you finance an apartment still under construction?
In certain transactions, a lender may finance an apartment before its individual cadastral reference has been issued, through an agreement between the bank, developer, and buyer.
At El Solar, we completed a transaction of this kind in 2025 with a local bank. The bank disbursed 100% of the price, and the developer undertook to obtain the cadastral reference and transfer the property into a security trust within 18 months, extendable by six months.
In that specific transaction, the contract provided that:
- Before the formal deed was executed, the contractual security arrangements relied on the preliminary sale agreement (boleto de compraventa).
- If the cadastral reference was not obtained within the agreed period, the bank could require the developer to repay the debt or assign the preliminary agreement, under the agreed terms.
- If the buyer failed to formalize the security or comply with certain tax obligations, the rate specified for a loan without property-backed security could apply.
- For AFD-funded lending, the rate could be adjusted according to the contract.
These clauses relate to that transaction. Not all banks offer the same arrangement or conditions. If you buy a property under construction, ask for an explanation of the security, deadlines, and consequences of delays before signing.
What to compare between banks
Ask each lender for a written simulation using the same amount, term, and currency. Compare:
- Interest rate and adjustment rules: fixed or variable, when it can change, and the reference used.
- Total installment: principal, interest, VAT, and applicable insurance.
- Term and security: mortgage, security trust, or another arrangement.
- Currency: borrowing in dollars while earning in guaraníes exposes you to exchange-rate changes.
- Upfront costs: valuation, notarial fees, registration, security setup, and commissions.
- Lender-specific requirements: age, employment history, and required income.
- Additional repayments and early settlement: procedures, fees, and their effect on the term or installment.
- Total loan cost: how much you would pay overall under the simulation’s assumptions.
A lender’s requirements may be stricter than those of the program. For example, Che Róga Porã publishes an age range of 18 to 75, while Banco Familiar specifies 25 to 60 and two years of employment history.
Documents commonly requested
As a reference, Banco Familiar publishes the following document requirements; other lenders may ask for additional information:
- Employees: employment certificate and the last six payslips.
- Self-employed professionals and traders: evidence of the last six VAT payments, depending on the loan option.
- Savings or current account statements for the last six months.
- For a purchase: a sale offer signed by the seller and a copy of the seller’s identity document.
- For construction or renovation: a budget and plans signed by a professional.
- A copy of the property title.
- Evidence of payment of the current year’s property tax.
- A valuation carried out by a professional approved by the lender.
Before commissioning a valuation, check whether the bank requires you to use someone from its own approved list.
